TITLE: Project Management related stories from 2004, Iraqi Reconstruction

OVERVIEW:  During August to December 2004 I deployed to Baghdad Iraq to be Deputy Director of the Programs Directorate under the Projects and Contracting Office of the US Embassy. Our responsibility was managing the $12.8B reconstruction program focused on rebuilding six sectors of the Iraqi infrastructure to provide stability for Iraq regaining their sovereignty. Those sectors were Oil, Electricity, Water and Wastewater, Transportation and Communication, Buildings Health and Education, and Security and Justice. The portfolio consisted of over 3200 projects with a goal to move 800 projects from programming and design into construction during these 4 months.

WHAT YOU CAN EXPECT TO LEARN:  This presentation focuses on the stories related to managing a program of this size in a foreign country, under intense security threats and restrictions, with multiple end-users and stakeholders. The construct will be the five phases of project management – initiating, planning, executing, monitoring and controlling, to closing. Though the main focus is on planning and execution, stories will relate to gaining stakeholder buy-in, interface with



Don Gleason leverages his 27-year Air Force Civil Engineer and 8-year corporate consulting experience to help companies increase individual and company performance. He utilizes lessons from his experiences while at home station and deployed, leading teams to 2200 personnel. In 1991, he built two base camps, for 500 and 2000+ US and multi-national forces, in Turkey for Operation DESERT STORM and PROVIDE COMFORT, respectively. In 2004, Don was Deputy Director of Programs for the $12.8B Iraq reconstruction program in Baghdad Iraq, moving 800+ projects into construction in four-months. He led his civil engineer squadron to #2 in the Air Force, wing to #1 for installation excellence, and set the Air Combat Command Mission Support Group Unit Compliance Inspection record. Don’s background includes three-time Squadron and Group commander, award of the Legion of Merit and Bronze Star medals, and multiple major command environmental and leadership awards. Don serves on three boards in San Antonio, and is CEO and President of Achieve New Heights, LLC, focused on Executive Leadership Training and Coaching. He is husband to Karen and father to three successful young adults thriving in their careers.
